To raise the professionalism of educators, Teacher Professional Development (TPD) programs must be made available to teachers. It can be suggested that there are three primary learning types, those are learning are expert-led instruction, group instruction, and independent instruction that support the development of educators� competence based on the evaluation of how teachers� competence in language instruction and how TPD activities support teachers� competence development in teaching implementation.
